White on track to succeed Holmes Norton as DC delegate

Democrat Robert White is projected to win the party’s primary for Washington D.C.’s nonvoting delegate to Congress. The retirement of incumbent Del. Eleanor Holmes Norton after 18 terms created a competitive race for the House position.
