The Migrants Who Know the Rules, and Evade Them

The Atlantic reported that Spain's supreme court ruled illegal migrants could only be summarily deported if they circumvented a physical border barrier, a decision which contributed to at least 57 deaths by drowning when approximately 50,000 migrants attempted to swarm Ceuta. This ruling, combined with socioeconomic factors in Morocco and the hope of bypassing deportation laws, led migrants to attempt dangerous sea crossings to the Spanish territory.
