Is the US actually too chicken to take on China for trade?

The Guardian reported that China offered a truce in the trade war last October and that US imports from China have fallen by 40% in the year to June. This situation has led to a weak yuan which guarantees Beijing a massive trade surplus even as the White House attempts to reduce Chinese imports.
