ICE plans to put electric-shock gloves on officers' hands

Immigration and Customs Enforcement plans to deploy electric shock gloves for officers, according to a Department of Homeland Security notice. The devices are intended to disrupt subjects' ability to perform coordinated muscle movement by causing pain through direct skin contact.
