Freight railroads lose challenge to crew size rule

A federal appeals court upheld a Federal Railroad Administration rule mandating certain trains must operate with two crew members after a challenge from railroad companies and industry groups. Six railroads and two trade groups including Union Pacific Railroad and BNSF were involved in the challenge to the mandate.
