Federal judges allow Tennessee congressional map dividing majority-Black Memphis district

A federal judicial panel allowed Tennessee to use a new congressional map that divides a majority-Black district in Memphis. The panel declined to issue a preliminary injunction against the new map, clearing the way for its use in the state’s primary elections in August.
