Does Congress Have the Power to Stop the Iran War?

Peter Baker, chief White House correspondent for The New York Times, wrote that President Trump is the latest president to find ways to engage in war without congressional approval. This is despite the War Powers Act theoretically giving Congress the power to end a war.
