Congresswoman says target of ICE operation in fatal Maine shooting wasn't up for removal

A Democratic congresswoman stated that the individual targeted by Immigration and Customs Enforcement agents in Maine was not under a final removal order. An ICE officer fatally shot a motorist during the operation.
