Billions spent by key federal agency hasn't made American dream of homeownership any easier: report

Billions of dollars spent by the Department of Housing and Urban Development has not improved homeownership rates across the United States. A watchdog report indicates that despite $460 billion in spending over ten years, the American dream of owning a home remains out of reach in all 50 states.
